How?

“The technique for Short passing involves the side of the foot and a reasonably rigid body posture, with the arms quite close to the body and the kicking foot pulled back only a short distance. It is a bit like ‘jabbing’ hit. The sidefoot (inside of the foot) provides the greatest accuracy for passing small distances, but it is difficult to generate power and it’s also easy for an opponent to see where you are intending to pass the ball, so this technique is only useful when you’re passing to a team mate close by who is already in or near a space and who is expecting the ball.”

Why?

Passing quickly gets the ball upfield and reduces the risk of giving away possession.
